B.1 Ensuring and Improving Living Standards Through Development

Abstract: People's livelihood and public opinion in the new era fully reflect the people's yearning for a better life and show new characteristics and development trends of the society. The study finds that the overall situation of Shanghai's people's livelihood and public opinion development in 2018 continues to be on the upper middle level. The development level of people's livelihood and people's opinion are relatively consistent, but the latter is slightly higher than the former. Compared with 2017, the scores of public opinion index such as happiness, security and confidence increased significantly. Some long existing“short board”of people's livelihood has been made up to a certain extent, such as the expansion of social security coverage, the improvement of the balance of public culture services, the improvement of supporting functions of housing and so on. However, there is still a gap between the needs and the services, such as providing a better employment environment, achieving balance between income and consumption, and enhancing the variety and quality of social services. Therefore, the construction of Shanghai's livelihood needs to further create a decent working environment, broaden the income channels of residents, strengthen the supply of social security, enhance the quality of public service experience, improve the social risk management mechanism, promote social integration and value recognition.

B.2 Relaunch the Reform: Evaluation and Forecast of Shanghai's Social Development since the 13th Five-Year Plan

Abstract: Over the past two years since the implementation of the 13th Five-Year Plan, Shanghai's social development has been at a medium-to-high level. The social development has made positive achievements, greatly improved the people's livelihood, and the subjective feelings of citizens' satisfaction, sense of attainment and well-being are also at a high level. Looking forward to the development in the latter half of the 13th Five-Year Plan, Shanghai is facing challenges of deep aging, overlapping of old and new dual structures, economic risks conveying to and triggering social contradictions, management of mega-cities, continuous social differentiation, guidance and management of social organizations, etc. It is necessary to consolidate the foundation of people's livelihood, deal with the interests of social strata, and control urban contradictions. Also we should make great efforts to activate social vitality, promote urban identity and social integration, and create an open and harmonious social psychological fields.

Abstract: The characteristics of global cities, such as multi-factor agglomeration, complexity, pluralism and uncertainty, determine the integrated management ability and level of cities, and play an extremely important role in the safe and high-quality development of cities. As an excellent global city, it is more necessary to implement a comprehensive management that integrates government, market and society. In recent years, Shanghai has accumulated relevant experience by establishing integrated management concept and adopting comprehensive management practice. This paper summarizes the practice of urban comprehensive management, and puts forward the direction and path of deepening reform in the future.

B.4 Analysis on the Influencing Factors of the Change of Fertility Level in Shanghai and Discussion on the Policy of Fertility Welfare

Abstract: Using mainly 6000 Shanghai sample data from the 2017 National Fertility Status Sample Survey, this article analyzes the changes in fertility levels in Shanghai under the background of a comprehensive two-child, as well as the main factors affecting fertility levels and fertility willingness. Combined with in-depth interviews to 55 women of childbearing age and a series of seminars, this article puts forward targeted countermeasures to deal with Shanghai's ultra-low fertility level, such as: to deep up the possibility of comprehensive liberalization of the fertility policy and response plans, to improve employment-related policies and regulations, to improve the maternity insurance system, to strengthen support for the two-child family, and to provide public welfare matchmaking services.

Abstract: In order to promote the ideological and moral construction of minors and the comprehensive physical and psychological development, various relevant departments in Shanghai have done a lot of work. Shanghai minors have made developments in moral, intellectual, physical, aesthetic and labor. The minors have good moral character development, strong innovation ability and scientific literacy, a broad international vision and artistic accomplishment. Minors pay attention to urban development, and are willing to actively participate in social construction. At the same time, the moral education of Shanghai schools has been promoted, the campus culture construction has achieved remarkable results, the coverage of after-school activity places has expanded, and the service function has been continuously improved. It can be said that Shanghai is striving to move towards a child-friendly city. And the problems such as insufficient time of sleep and physical exercise, high academic pressure, and low interest in learning still need to be brought to the attention of families, schools and society.

B.6 Monitor Pubertal Sexual Health, Promote Juvenile Healthy Growth

Abstract: Pubertal“sexual health”is an influential factor to individual growth, is important to juvenile psychological well-being and improvement of population quality. Our research has identified the following characteristics of juvenile group in Shanghai: its“advance”of sexual physiological maturity has been slowing down; its sexual psychology has become increasingly open and more tolerant; its sexual behavior frequency has increased to some extent; while its knowledge on sex is inadequate. In reality, juvenile still have to find their own way of acquiring sexual knowledge. The contradiction between juvenile's increasingly open attitude towards sex and the lack of proper sexual education has become more acute. It has become an urgent issue that for the healthy growth of next generation, we need to work with school, family and society together to create a systematic sexual education system.

B.7 Strengthen the docking of supply and demand of human resources and improve the level of public employment services

Abstract: With the economic and social transformation, the industrial structure adjustment and upgrading, there has been an imbalance and insufficient problem between the employment demand of enterprises and the supply of human resources. These problems have affected industrial development and employment promotion. At present, the public employment service work has achieved good reputation. In order to get a deeper understanding about the market of human resources, this research used the sample survey to find the demand for enterprises and the requirements for the employments. It is find that there are many problems, such as structural imbalance in human resources market, the mismatch of public employment services, the imbalance between vocational skills training in the new era. At last, the paper suggest that we should promote the public employment services, achieved higher quality and more adequate employment.

B.8 A Study on the Employment of Women in Shanghai under the Background of the Comprehensive Two-Child Policy

Abstract: Under the background of the aging and less children of China's population, the government began to advocate one couple to have two children, but the improvement of female fertility rate in recent two years is lower than expected. Relevant departments are studying policies to encourage the birth of two children, but if most of these policies need to be paid by enterprises, it will inevitably lead to enterprises to reduce the recruitment of young women in order to reduce the cost of employment, which will make it difficult for women to obtain employment. Female fertility is not only a family affair, but also a state affair. Therefore, the cost of female fertility should be borne by the society, and efforts should be made to balance the relationship between female reproduction and work.

B.9 The Achievements, Problems and Countermeasures of Shanghai Social Insurance Development

Abstract: In this paper, we make a comprehensive analysis of the development and changes of the five major social insurance systems, including endowment insurance, medical insurance, unemployment insurance, maternity insurance, and industrial injury insurance in Shanghai from 2010 to 2017. We consider the number of insured persons, the number of persons enjoying, the income and expenditure of funds, the accumulation of funds, and so on. In addition, we comb the development and evolution of the social security system and analyze the outstanding problems in the development of the social security system. According to analysis, we propose some policy suggestions including expanding the coverage of endowment insurance and maternity insurance, further reducing the contribution rate of endowment insurance, speeding up the integration of medical services in the Yangtze River Delta, and giving full play to the role of unemployment insurance in promoting employment.

B.11 Study on the Development of Community Basic Public Health Service System in Shanghai

Abstract: Chinese government launched a new round reform of health care system in 2009, and the implementation of public health services equalization is one of the five key strategies. Community health service centres are important carriers for implementing the national basic public health service projects. The basic public health service system has been gradually improved after ten years of development in Shanghai, and abundant implementation experience has been accumulated. Moreover, it is necessary to summarize and evaluate for the development of its basic public health service system, which could provide the policy advice for future development of Shanghai basic public health service system. Therefore, based on the Shanghai statistical data of basic public health service projects in 2009-2017, this paper summarizes the development process, implementation, effectiveness and challenges, and put forward next development recommendations.

Some suggestions are put forward to improve the household registration management policy of married immigrants and to improve the family development ability of non-registered daughters-in-law through diversified community services.

Abstract: Based on the theoretical study of social assistance policy and“precise assistance”, this paper holds that“precise assistance”should be defined from three dimensions: precise orientation of policy, precise identification of objects and precise governance. In implementing the management of“precise assistance”, emphasis should be laid on the five aspects, including formulation of the precise assistance policy system, the identification of rescue objects and their needs assessment, the standardization and rigorous assistance operation mechanism, the overall planning and management of various assistance resources, and the comprehensive and perfect assistance guarantee and evaluation mechanism. Shanghai should establish a social assistance system suitable for Shanghai's economic and social development.

Through the effective play of the leading role of the Party Organizations in the residential community, we co-ordinate various resources, including Party resources, administrative resources, and social resources, to expand the governance units in residential community. Meanwhile, we aim to promote the interconnection and interaction of residential community, shops, business buildings and other unites, guide the multi-subjects to participate in community governance in an orderly manner, and in the end to build a harmonious, orderly, livable and viable “zero-distance home”in the zero-kilometer community.

B.15 Exploration and Practice of Commercial Buildings Community Governance in Huaihaizhonglu Sub-district of Huangpu District

Abstract: Based on the outstanding dual structure of the jurisdiction, Huaihaizhonglu sub-district explored building community governance model. Firstly, officers of sub-district found out needs of enterprises and white-collar workers by visiting and talking. Then, they built work platforms for serving enterprises and white-collar workers by organizing and providing varied activities and services. In the end, an effective governance model was established, and it promoted integration and development of buildings and residential areas. Enterprises, white-collar workers and community residents all benefited from the model, and the vitality of community governance was also enhanced.

Abstract: The private capital investment and social participation are important for the development of the social service system for the elderly. This report reviews the current situation and work experience of social forces involved in the establishment of old-age care institutions and services since the 13th Five-Year Plan in Yangpu District of Shanghai, where is in the trend of deep aging. In addition, the current difficulties and problems are analyzed in detail. Finally, from the perspectives of working mechanism, policy, service and supervision, six suggestions are forwarded to increase the attraction and guidance of the social participation, focusing on the problems of underequipped, understaffed, simplification of care provision, and the unsatisfied quality of service.
